The long-term industrial future of the Arab oil producers is dependent on the availability of raw materials. Africa as a whole contains vast reserves of vital minerals, but they require considerable investment for their exploitation. The Arab states are well placed to participate in the development of the African economy both on the basis of state-to-state cooperation and through individual enterprises.
