It engages with the practical and legal modalities needed to ensure respect for binding obligations in the context of the current trend of rejection of territorial asylum among some states. The book puts forward a blueprint for how existing policies of deterrence and externalisation can be retooled to share, rather than shift, responsibility for refugees.
