The author: reviews the significance of natural forest in the Eastern Arc; identifies changing forest management approaches in Tanzania; identifies stakeholders in natural forest management and whether they are primary or secondary stakeholders; examines historical imbalances in stakeholders' roles and relations between stakeholders; and draws conclusions on the effect of imbalances in stakeholders' roles on the development of sustainable forest management practices in the Eastern Arc.
